Dale ArmstrongReserve Specialist and President of Armstrong Consulting, Inc.

A resident of Hawaii since 1981, Dale Armstrong has been in the construction industry for over 30 years. He is qualified by the U. S. Army Corps of Engineers Contractor Quality Control, holds a Special Inspector’s License (#SI-87 City & County of Honolulu).  Dale was first in the nation to receive his Reserve Specialist (R.S.) designation. Dale is also acknowledged as an expert witness for Construction Management, Reserve & Operating Budgets and Cost Estimating in Hawaii Courts. Dale has performed consulting worldwide from projects ranging up to $1.5 billion. Dale was instrumental in revising Hawaii State reserve laws to include cash flow funding at a tremendous savings to the industry. Dale has inspected over 1,500 single family and multi-family units.

Robert WilderReserve Specialist and President of Florida Operations

Robert Wilder is a Certified General Appraiser in the State of Florida and Reserve Specialist #47. He graduated from the University of Florida with a Bachelor of Science in Business, majoring in Finance. Over the years, he has taken various real estate evaluation courses with the University of Florida and the American Institute of Real Estate Appraisers to further his career as a real estate appraiser. Robert has completed insurable value appraisal and reserve study reports for individual property owners, condominium and homeowner associations, insurance agencies and property management groups.

Barry MatsumotoReserve Specialist

Barry Matsumoto is designated Reserve Specialist #149 and a licensed general contractor (RME for M&M Builders Inc. BC-25910)  in the State of Hawaii.  He has over 20 years of experience in the construction industry as a project manager, contracting officer, controller, and estimator in residential and commercial construction for both the private and government sectors.  He has a degree in Accounting and an MBA from the University of Hawaii at Manoa.

Michael CastrovinciDirector of Software Development

Michael Castrovinci is a Senior Software Engineer who has been working in programming and database design since 1984.  He graduated from California State University, San Bernardino with Bachelor of Science degrees in both Physics and Computer Science.  Michael managed software development teams and participated in the maintenance and enhancement of missile flight analysis software as a contractor for the U.S. Navy’s Self Defense and Cruise Missiles departments.  He also provided programming support as a contractor for the U.S. Air Force’s Compass Call radar jamming project.  In the private sector, Michael performed database design and primary software support for numerous programs including a foreclosure process management application that is used in more than 20 states.  As our senior software engineer, Michael executed the initial database design and programming of ReservePro.  In addition to providing maintenance and enhancements for our existing programs, he is involved in design and production of new software for the company.

Chris TollProject Manager

Chris Toll is a Certified General Appraiser in the State of Florida.  He graduated from Florida State University with a Bachelor of Science in Finance and a Bachelor of Science in Real Estate.  Chris served as an associate appraiser for a forestry consulting firm specializing in appraisal, consulting, and management of large agricultural tracts of land.  As a senior appraiser for another appraisal firm specializing in residential, commercial, industrial, and agricultural type properties, Chris’ assignments included market value appraisals, insurable value appraisals, consulting, and appraisal review assignments.  As our Florida operations project manager, Chris has completed hundreds of reserve study assignments for hotel properties, time-share resort developments, condominium developments, residential condominium associations, and homeowner associations.   He has also performed insurance value appraisal assignments for multi-unit residential buildings, commercial buildings, and industrial properties.

Finn Armstrong, C.M.A.Reserve Specialist

Finn Armstrong is a Construction Manager and Reserve Specialist #176. He has over 14 years of experience in working with various construction projects. His field knowledge includes various applications of foundation work, steel and wood framing, painting, roofing, custom tile and stone projects, and landscaping. Finn is advancing his studies with continuing education.

Carolyn SaitoOffice Manager

Carolyn Saito has been employed by Armstrong Consulting since July, 2008.  She previously has worked in the non-profit sector as an Office Manager and Executive Assistant.  She currently provides support to the CEO and Controller as well as reserve specialists with logistics, scheduling, travel, proposals and project billings.  She maintains liaison with clients and contractors and tracks all projects through completion.
